Foundation-initiated Grants

Maine faces many challenges to expanding and sustaining access to high quality health care. Although MeHAF generally provides grants and program support through initiative-based competitive request for proposals (RFP), unique opportunities may arise that warrant the Foundation's consideration for support. Projects of this nature typically have a statewide focus and propose a comprehensive strategy that can significantly advance MeHAF's core mission.

In these unusual circumstances, the Foundation may be willing to consider an invited ad hoc proposal. The rationale for funding the project independently from MeHAF’s normal funding opportunities must be compelling.  Such proposals should address special or time dependent situations or offer extraordinary opportunities that require action outside of competitive funding initiatives.


Criteria

  • Projects should optimally focus on addressing statewide issues.  The level of statewide engagement and the special and compelling circumstances that warrant funding consideration should be outlined in detail with the identification of project leaders;

  • The project must include appropriate collaboration and firm commitments among key partners for successful project implementation, completion and outcomes;

  • Total project support must be derived from multiple sources.  MeHAF funds can be used to leverage funding from other sources, but MeHAF funding will generally not be provided as the sole source of support.

Application Process

The Foundation does not accept unsolicited Foundation-initiated Grant applications.  Applicants considering Foundation-initiated Grants  must discuss their project ideas in detail with the Foundation's Senior Program Officer before submitting a written proposal. If the Senior Program Officer thinks the project may be of interest to the Foundation, it will be brought to the attention of the Foundation's President, who makes the decision whether or not to accept an application.
  • Written requests for Foundation-initiated Grants will not be accepted without a prior written invitation letter or e-mail from the Foundation’s President;
  • Applicants should complete the standard grant application form, including a MeHAF Grant Summary Form and Budget Form (available below);
  • The written Foundation-initiated Grant requests should provide sufficient documentation and budgetary detail to adequately assess the merits and provisions of the proposal;
  • Written requests must delineate how the project substantially advances MeHAF's mission and new strategic priorities. In particular, applicants must describe how the activity will impact care for Maine's uninsured;
  • Foundation-initiated Grants will be evaluated and reviewed by the Foundation’s senior staff and Grants Committee, which will forward a recommendation to the full Board for action;
  • As specified in the MeHAF by-laws, emergent action by the Board requires at least three days advance notification of the Board members before a request can be discussed and voted upon;
  • All provisions of the standard MeHAF grants contract must be met.

Review

Foundation-initiated Grant proposals may be submitted at any time, but submission is by invitation only. The Foundation’s Grants Committee reviews the proposal and forwards a recommendation to the full Board for action.

MeHAF staff may request additional information, if necessary and may be substantially involved in shaping the project.  Decisions on Foundation-initiated Grants will generally be made within three to four months, depending on a number of variables.
